Al Hajj Hassan Basajjabalaba, the embattled businessman and National Resistance Movement (NRM) figure is under fresh criminal investigation over his alleged involvement in illegal ivory trade a serious offence that could earn him a life sentence under Ugandan law.
According to sources within the Uganda Police’s Criminal Investigations Directorate (CID), Basajjabalaba is suspected of masterminding a regional trafficking network involved in the smuggling of ivory, a protected wildlife product under Uganda wild life conservation laws.
Ivory sourced from elephant tusks, is listed as part of the endangered species category in Uganda. Under the Uganda Wildlife Act, 2019, particularly Section 75(1)(a), any person found in possession of or trading in endangered wildlife products such as ivory is liable, upon conviction, to life imprisonment.
“Investigations are active and ongoing. This is not a minor environmental infraction, it is a national and international crime,” said a senior officer familiar with the case. “We are pursuing leads on cross-border trafficking involving multiple actors, including well-known businessmen.”
The Uganda Wildlife Authority (UWA) welcomed the development, stating that the crackdown on high-profile ivory traders signals a new era of wildlife protection in the country. “The law must apply equally to all citizens regardless of status,” a UWA spokesperson said.
The investigation into Basajjabalaba comes at a politically sensitive time. The businessman is vying for the powerful post of Chairman of the NRM Entrepreneurs League, a position within the ruling party’s Central Executive Committee. The election is scheduled to take place during the upcoming NRM Delegates Conference at Namboole Stadium.
However, the looming criminal charges have cast a long shadow over his candidacy with growing calls within the party and civil society to disqualify him from the race.
“This is no longer a political issue. A candidate with a possible life sentence hanging over his head cannot be entrusted with leading entrepreneurs in the ruling party,” said a senior NRM delegate from the Central Region.
Litany of Scandals
Basajjabalaba is no stranger to controversy. His name has been repeatedly associated with corruption, public asset mismanagement, and abuse of state structures. His most notable scandals include:
The Shs142 Billion Compensation Case where he was irregularly compensated by government after the cancellation of leases on several city markets. The Auditor General and Parliament flagged the transaction as illegal, with senior officials implicated in the payout.
Dubious Government Loan Guarantees where without parliamentary oversight, government guaranteed massive loans to his companies, which left the taxpayer liable for repayment.
Land Grabbing Allegations where he has been accused of illegally acquiring public land in various parts of the country, including land meant for schools, markets, and religious institutions.
Interference in the Uganda Muslim Supreme Council (UMSC) where the Businessman from Ishaka allegedly manipulated internal structures at UMSC to assert political and financial influence.
Basajjabalaba’s private universities and schools have faced scrutiny from the National Council for Higher Education for licensing irregularities and academic standards.
With the latest ivory trafficking case, critics argue that Basajjabalaba has now crossed into outright criminal territory making him unfit for any public office.
As pressure mounts, several regional delegations have already expressed their discomfort with his continued presence in the race.
“If we claim to stand for patriotism, integrity, and rule of law, we cannot look away,” said a youth leader from the Western region. “This conference must be the turning point.”
If charged and convicted, Basajjabalaba could be the first high-profile businessman in Uganda to receive a life sentence under the current wildlife laws. For now, police investigations continue, but the political consequences have already begun to ripple.
