Doha, Qatar – April 24, 2025 — In a significant diplomatic breakthrough, representatives of the Democratic Republic of the Congo (DRC) and the Congo River Alliance/Movement of March 23 (AFC/M23) have signed a joint declaration in Doha, Qatar, signaling a renewed commitment to peace and stability in the conflict-ridden eastern regions of the DRC.

The declaration follows a series of peace talks hosted and facilitated by the State of Qatar. Both parties engaged in frank and constructive dialogue, culminating in a mutual agreement to immediately cease hostilities and work towards a formal truce aimed at reinforcing the effectiveness of the ongoing ceasefire.

Key points of the joint declaration include:

Immediate cessation of hostilities by both parties.

Categorical rejection of hate speech and intimidation, with a unified call to local communities to uphold peace and tolerance.

Commitment to a continued peace process, with discussions aimed at addressing the root causes of the conflict and establishing long-term stability in the eastern DRC.

Engagement throughout the negotiation period, ensuring that the ceasefire is respected until a comprehensive resolution is achieved.

The document also called upon the Congolese population, religious leaders, and media organizations to actively support and disseminate the message of peace and hope.

The representatives expressed deep gratitude to Qatar for its facilitation role, acknowledging its dedication to fostering dialogue and mutual understanding.

This development offers cautious optimism in a region plagued by decades of violence, displacement, and instability. The M23, a rebel group that re-emerged in recent years after a 2013 peace deal collapsed, has been involved in intense clashes with Congolese forces, displacing thousands of civilians.

While challenges remain ahead, this joint declaration marks a pivotal step toward de-escalation and a potential roadmap for sustainable peace in the DRC. The international community will be closely watching for implementation on the ground.
