Gen Muhoozi Elevates Top Officers In Latest UPDF Shake-Up

KAMPALA — The Chief of Defence Forces and Senior Presidential Advisor for Special Operations, General Muhoozi Kainerugaba, has announced key promotions within the Uganda People’s Defence Forces (UPDF), signaling a reward for loyalty, merit, and continued operational excellence within the ranks.

In a statement released by the Ministry of Defence and Veteran Affairs, Gen. Muhoozi granted acting ranks to three distinguished officers following what officials described as “exceptional and meritorious service to the nation.”

The latest recipients of these high-level endorsements include:

Major General Francis Okello, who has been elevated to the rank of Lieutenant General. Gen. Okello is widely respected for his deep operational experience and previous service in international peacekeeping missions, notably under AMISOM.

Colonel Godfrey Karugaba rises to the acting rank of Brigadier General. Karugaba, known for his strong command leadership and discipline, has served in various capacities including military training and intelligence.

Colonel Paddy Ankunda, a seasoned communications officer and former UPDF spokesperson, has also been promoted to Brigadier General. His role in shaping the UPDF’s strategic messaging and public image has earned him recognition beyond military circles.

The UPDF fraternity has congratulated the newly promoted generals, hailing the decision as both timely and deserved. An internal source noted that the promotions reflect a broader effort to reinforce professionalism and reward competence within the force.

“The military is undergoing a generational transition and reorientation. These promotions reflect a commitment to grooming leadership that is both battle-tested and future-focused,” a senior officer who preferred anonymity told this reporter.

Observers say the move may also be tied to Gen. Muhoozi’s broader efforts to cement internal reforms in the military as Uganda prepares for shifting regional dynamics, peacekeeping commitments, and evolving national security threats.

The promotions are expected to take immediate effect, with official decoration ceremonies likely to follow in the coming weeks.
