President Yoweri Museveni has praised the strong partnership between Uganda and Japan, which has led to the successful completion of the first phase of the Kampala Flyover Project (Lot 1). Speaking at the handover ceremony, Museveni underscored the critical role of infrastructure development in driving economic growth and improving urban mobility.
Constructed with funding from the Japan International Cooperation Agency (JICA), the flyover is expected to significantly ease traffic congestion in Kampala, enhancing the city’s transport efficiency.
President Museveni expressed gratitude to the Japanese government for its continued support of Uganda’s infrastructure projects, emphasizing their impact on connectivity and trade.
“This milestone reflects the strong and productive collaboration between Uganda and Japan. Improved road infrastructure not only boosts economic activity but also enhances transportation efficiency,” he remarked during the commissioning event on Wednesday.
He urged the Kampala Capital City Authority (KCCA), which is responsible for the flyover’s maintenance, to involve the public in keeping the city clean and well-managed. Museveni stressed the importance of discouraging littering and other harmful practices that could compromise infrastructure sustainability.
“I call upon KCCA to work closely with the public in maintaining our city’s cleanliness. We must discourage harmful habits like dumping trash in drainage systems, which can damage roads and lead to flooding,” he added.
The Kampala Flyover Project is part of broader efforts to modernize the capital’s transport network. It aims to ease congestion, improve road safety, and enhance the urban landscape. With Lot 1 now complete, attention shifts to the next phase, which is expected to further streamline traffic flow.
The project’s successful execution marks a significant step toward achieving Uganda’s Vision 2040, which prioritizes infrastructure as a key driver of economic transformation. Many Ugandans have welcomed the development, expressing optimism that it will reduce travel time and boost productivity.

Uganda and Japan share a long-standing diplomatic relationship rooted in cooperation across various sectors, including infrastructure, health, and education. Japan has played a crucial role in supporting Uganda’s development agenda through grants, loans, and technical assistance, strengthening ties between the two nations.
