Owiny-Dollo Slams ‘Courtroom Anarchy’ in Besigye Case, Orders Immediate Probe

The Chief Justice of Uganda, Alfonse Owiny-Dollo, has ordered an immediate and thorough investigation into the violent altercation that broke out last week at Nakawa Chief Magistrate’s Court during the treason proceedings involving Dr. Kizza Besigye and his co-accused.

In a statement released by the Judiciary’s Public Relations Office, the Chief Justice described the incident as “inappropriate and intolerable,” warning that anyone found culpable would face legal consequences.

“Courts are sanctuaries of justice and must be upheld as places of peace, fairness, and dignity,” Justice Owiny-Dollo said. “Any acts of violence or disorder within court premises are unacceptable and will be addressed firmly.”

The violence erupted inside the courtroom during a session in which Dr. Besigye, Obeid Lutale, and Captain Denis Oola are facing charges of treason.

Tensions soared when political activist Ingrid Turinawe was spotted filming inside the courtroom.

According to eyewitnesses, a man suspected to be an undercover security officer attempted to grab her phone, sparking a scuffle that quickly spiraled into chaos.

Paul Kisule, a supporter of the People’s Front for Freedom (PFF), sustained visible injuries during the fracas and was seen bleeding as he was escorted out of the courtroom by colleagues.

Several others were reportedly hurt in the altercation, which disrupted the court session and raised concerns over the security and sanctity of judicial proceedings.

Earlier that week, Kira Division councillor Umar Katongole and another individual were detained shortly after attending a court session. Both were later released with injuries allegedly sustained while in custody.

In his statement, the Chief Justice reiterated the Judiciary’s commitment to ensuring the safety and dignity of all court users, including litigants, judicial officers, and members of the public.

“The authority of courts must be respected at all times. We cannot allow judicial spaces to become theatres of confrontation and violence,” he said, urging both the public and security agencies to exercise restraint and allow legal processes to unfold without interference.

Dr. Besigye, a veteran opposition figure, along with his aide Obeid Lutale and UPDF’s Captain Oola, is accused of engaging in actions intended to overthrow the government.

Their initial bail application was denied by Justice Rosette Kania on April 11, 2025, citing the seriousness of the charges and possible interference with investigations. A second bail request is currently before the court.

The Nakawa incident has drawn criticism from legal rights groups and civil society organisations, who have called for accountability and stronger safeguards to protect the independence of the Judiciary.

As investigations commence, the Judiciary has promised to review security protocols at court premises and ensure that those responsible for last week’s violence are brought to justice.
