Fresh allegations have rocked the NRM Entrepreneurs League race as intelligence sources reveal that Hassan Basajjabalaba has secretly created illegal polling stations in neighbouring Kenya and Tanzania with plans to smuggle selected delegates across the borders to cast their votes in his favour.
Security operatives familiar with the matter say the scheme is part of a larger plot to bypass tight oversight within Uganda after delegates in several regions openly rejected his bid for election as Chairman of the Entrepreneurs League on the ruling party’s Central Executive Committee (CEC).
“This is a desperate move by a desperate man,” a senior security source told this newspaper. “Basajjabalaba knows he is losing support. He thinks that by moving handpicked delegates to foreign polling centres, he can rig the outcome without local interference.”
The plan allegedly involves renting private venues in Nairobi and Arusha, registering them as “special NRM voting centres” under false pretences and quietly transporting loyalists there days before the August 25th vote.
Intelligence briefings suggest that the same network that has been confiscating delegates’ National IDs is also involved in coordinating the border transfers.
“This is an unprecedented level of electoral manipulation,” another security officer said. “We are tracking movements, monitoring communications and working with our counterparts in both Kenya and Tanzania to ensure these illegal centres are dismantled.”
The accusations come on the heels of multiple scandals already dogging the Ishaka tycoon — from the Shs 142 billion compensation fraud and Kampala market tender scams, to monopolising Entrepreneurs League funds and bribing delegates. His critics argue that the cross-border voting plan is further proof that Basajjabalaba will do anything to cling to power.
Delegates from Busoga, Karamoja, West Nile and other regions have publicly vowed to reject him, accusing him of abandoning the business community and using his position to enrich only his family and kinsmen.
With security now on high alert, insiders say both Ugandan and regional law enforcement agencies are preparing a joint crackdown. “We are closing in. There is no safe hiding place not even across the border,” a senior intelligence officer warned.
